77 3CL numberplate bracket mounting question

I have been trying to work out the correct way of mounting my number plate bracket on a 77 3CL. My question is which of the fixings are rubber mounted.

The parts diagram shows a rubber "anti-vibration" washer between the lower mounting bolt  and the mudguard and another one between the tail light part of the bracket and the  inner piece of the tail fairing.

Should the other fixing bolts have a rubber washer ie the two upper ones on the number plate mount and the two at the end of the tail light part of the assembly?

The tail/brake light assembly is rubber mounted/isolated from the tail light/number plate bracket.

The bracket itself is hard mounted to the mudgard no rubber washers. There is a rubber antivibration washer used between the plastic tail piece and the metal tail light bracket. You should also use rubber washes under the two screws that hold the sides if the plastic tail piece in place. HTH,  Cheers Dave

Both the pre and post '76 parts books show rubber grommets fitted at the two larger diameter holes in the rear mudguard. The most rearward of the two lines up with the lover mounting hole for the numberplate mount that has a countersunk machine screw but the top hole aligns with nothing. Apart from the alignment with one grommet all the other mount holes are solid mount so I can't see what the point of either grommet really is.
