Dels can be either depending on model. Some are an air adjustment and some are fuel.
All the ones I know on Guzzis, Lavs and Morini V's are fuel. Out is rich, in is leaner.
1 1/2 is the usual starting point. The Alpino has a recommended 3 turns out!!!!!!

Not always the same.
With the bike idling, you may need to adjust the idle up a bit. Make sure you twist the throttle before you screw athe adjusting screws in or you will wear the seat on the slide. Turn the screw 1/2 turn either way. Is the bike idling faster or slower? If faster go another 1/2, if not go the other direction. Again, faster or slower? Do this until you are in the centre of where it is happiest. Cut down to 1/4 turns and so on. It is often difficult to pinpoint the exact location so if it is worse in 1/4 or 1/2 a turn in either direction you must be as close as it matters.
If it doesn't appear to change at all then the other cylinders are possibly carrying that one. Adjust the idles down on the other carbs until the mixture screw does have an affect.
If it is as you say then reducing the pilot jets may be the cheapest option but the main culprit now is probably the slides. You possibly need a bigger cutaway in the slide to reduce the lower pressure in the venturi, reduce the draw of the fuel up the pilot jet and therefore lean out the low throttle mixture.
Drop the idle jets and see if it improves. Other cheap option is to go one heat level hotter on the plugs to redfuce fouling. Experience any pre detonation and get rid of them immediately.
Colourtune is a useful tool for getting an idea what the bike is doing at idle, especially if you are new at it. If you don't have an exhaust per cylinder then a vacuum gauge of some form is a very good idea. Still a good idea anyway but you can at least judge the fueling balance by feel if each pot has its own outlet.
Just how I do it.
