VIN Plate Mounting ?

Does anybody know how deep the holes are that mount the VIN plate on the steering stem are?
When I had my frame powdercoated the guy ground off the drive screws/mounting bolts to take off the VIN plate and now I need to drill them out and install new screws/bolts.
I have sourced new drive screws and just want to drill carefully.
I have a numbers matching frame & engine and would like to properly mount the VIN plate.

The holes go all the way through. Don't try and drill the old hammer drive rivets out, they are hard and will cause you greif, you may be able to punch them through now the head has been ground off, if this gives no joy then drill a new pair of holes slightly adjacent to the old ones.
