Mystery registration plate- French/ German?

Not Laverda, but does anyone recognise where this number plate may originate from please- it’s on a German/Austrian Scooter that has ended up in UK. Any ideas appreciated, thanks.

Starting with 00 is the thing I can’t find - fairly basic plate so perhaps somewhere quite small? The plot thickens..

Never seen a NSW plate like that before. The NSW is usually in the middle and on top. Plus early numbers only plates are worth a fortune.

I reckon it's Greek, OO is an Athens Motorcycle Designation according to Wikipedia, the rest is made up of numbers only.

That sounds feasible and the lettering looks similar- as You say 00 is Athens. Good call.
