Starting with 00 is the thing I can’t find - fairly basic plate so perhaps somewhere quite small? The plot thickens..Best of luck .........

That sounds feasible and the lettering looks similar- as You say 00 is Athens. Good call.I reckon it's Greek, OO is an Athens Motorcycle Designation according to Wikipedia, the rest is made up of numbers only.
