3C starter clutch bearings

Pulled the starter clutch out of my 1974 3C today, one lazy spring. While I'm at it I will replace the bearings. Question: outer bearing, 16006, fitted without seals, ie, open bearing. Inner bearing in the cog, 16007, fitted with seals. Why? I would have thought it should have been fitted with the seals removed?

No seals, you need the oil.

Yep I agree Paul. I've done maybe 20,000km on this Bike over the last 30ish years, never noticed the seal before, guessing the previous owner fitted it.
