750 SF top steering bearing question

I took apart the front end to install new fork oil and inspect the steering bearings. The bottom roller bearing was previously greased and the race is totally smooth, but the top bearing feels notchy while rotated w my finger. I'm familiar w both roller and ball bearings on bike stems, but this top bearing appears to be an encased ball bearing. It's difficult to see from underneath/inside where a drift punch should be tapped to free the bearing. I'm assuming the top stem has a recess for the bearing to press into. The stamped # is ALN25 RIV. Since owning the bike, the stem needs periodic tightening, which might explain the bearing wear, but I'm not sure. It seems odd that the top bearing would wear before the bottom.
Tips on removing it are appreciated, thanks

And if you haven't got a bearing puller, then it can be drifted out from the lower fork stem end. Your drift engages with the edge of the washer.

For the part # and info- a local supplier had one in stock and I was able to remove the old one and install the new one.
