I finally figured out my clutch problem. Prior to stripping down the motor to send off for an inspection / rebuild the clutch worked just fine. The builder stripped and cleaned the sludge traps, checked the bottom end, replaced the clutch basket cush rubbers, fitted a new primary chain, clutch plates etc... Reassembled the whole bottom and and I then refitted the top end with new rings and refinished valves. I screwed up the reassembly of the timing chain being off one tooth and it was chasing the problems that resulted form the mis-aligned timing that kept me from actually riding the bike.
Ok sorry for the long winded history, back to the clutch. I tore the damn thing apart several times checking the two rods with the ball bearing in the middle and the ball bearing in the tip of the actuator arm, all good there. Clutch discs are all good, cable and cable adjuster all new and/or checked. I kept checking the parts diagrams for the clutch all good and then it finally dawned on me that the circlip and washer that retain the inner clutch basket are missing so the removable square section of steel that is pushed by the push rods has too much space between the rod tip and the inside of the basket.
The circlip now installed, washer to follow

This circlip and washer are depicted on the transmission parts page and not the clutch parts page. I fitted a new 1-1/16 I.D. circlip and found a suitable hard steel washer and it all works now as it should.
In a strange way it is reassuring that even the experts can get it wrong sometimes when building a motor and I am not alone!
