Diagram of the correct arrangement is on this forum somewhere since it's been discussed here before.
Here is where Laverdamania got it like most of their stuff.

Is that the same internals as the 35 mm forks as he specified in the question?

I am almost certain that the 35mm and 38mm disc brake damper rods are the same setup. The drum brake ones are very different.
