Ceriani fork cap diameter

Hello Folks, on removing my 38mm diameter CERIANI forks from my 1976 1000 3CL, I noticed that the alloy fork caps have a slightly bigger diameter than the fork tubes themselves.
Meaning that the caps have to be removed before you can slide the forks out of the top and bottom yokes.
Does anyone know if there is a reason for this?
Would there be any issue if the caps were machined to the same diameter as the tubes?
 
I haven't noticed this, if there is a difference it must be slight. I can think of no structural reason why they shouldn't be the same diameter other than having a slightly less pronounced shoulder to bottom the cap on. I was going to say they need loosening before removing the tube from the triples but how do you remove the tube with them on unless there flush?
 
All 38mm Cerianis have that, yes. Quite impractical indeed, so I usually turn them down to 38 mm on the lathe.

Yep, I loosened prior to trying to remove and couldn't understand why I couldn't pull through the yokes. So before I started taping I measured and found the difference.
I guess the only reason they are slightly larger is to ensure that top of both fork tubes are level with the top yoke.
