While I had the back end of the Serb in pieces , I realised that the rear caliper carrier lock bolt needs to be backed off to adjust the chain tension. I'm learning fast about this thing.

Yes. the caliper retainer needs to slide with the axle. Not really sure why it has a locking bolt. Maybe to stop it rattling or squealing or squealing in service.
