Inside the fuel bowl, in one corner a brass tube proceeds from the carb body down into a small round recess. What is its function?

The tube has an O ring at its low end which seals the recess around it. If that tube is a fuel pick up, how does the O ring assist? Wouldn't it cut off fuel reaching the tube?

This is the nozzle assembly for a cold start = choke.
There is a small hole that leads to the middle, from there the gasoline comes to the nozzle.
In my opinion, the O-ring has more of a function of avoiding vibration damage.
