Looks like a modified frame, and the front fender is on backwards

The whole front end has been turned around so that the brake calipers are behind the forks. Looks like some thought has gone into the modifications - rear shock top mounts, and rear set controls.

My nitpick, that's an odd way to run the front brake hoses, pretty nice bike. Hope it's had engine work for that kind of money.
