How do I repair (or replace) the latch for the tail storage bin?

I'd expect you could find a small roller perhaps to suit. If you google cabinetry roller latches there are some options.
Mine broke at the hinge mount. The temporary cable tie fix is about 4 years old now 😕IMG_1739.JPGIMG_1740.JPG
 
I also discovered during clean-up that the floor of the compartment is porous.
That's so water can drain out ;)

Actually, if you re-fibreglass the floor of the box, it would be a good idea to provide some kind of drain. That lid doesn't look at all water tight. If you cop a sudden rain storm while you're out on the bike, you don't want your sandwiches to get all soggy.

A very good point! Soggy sandwiches are the worst! 😁
 
I got a new one from Wolfgang many years ago. Before that the previous owner attached a small bungee cord from the latch to bottom front of the storage compartment. It worked quite well.
 
This is my repair when the latch fell apart many years ago. Just made up a new latch to fit the original housing.
That long ago can't remember the details of how I made it. Used a stronger spring so it wouldn't flip open like te original did.
