I think the extra seal came along later because they all leaked petrol over the tank when full of fuel and braking hard. I think the first one I saw was on a 1200.
Mine, a '76, came with the flat bottom larger seal. The smaller seal type was fitted to later bikes, to reduce the amount of fuel slopping out of a full tank when braking.
So, I think, it's safe to assume the flat type would've been fitted in '73.
You certainly need to remove all paint from the filler area - if you don't, fuel will make sure it peels away (as in the pic) and probably ends up in your tank!
