Plenty of solutions, none of them for small change like finding some NOS ones for $10-20. That's an extremely simple job for a CNC milling machine, and even not particularly hard on a manual mill with a rotary table. Or most of it could also be done on a lathe with a couple of fixtures and the rest hand fabricated. Couple of hours work though, which gets costly if you have to pay for it.
These days you could spend a quarter of an hour to measure and model up on "free" software and then send off for 3D metal printing. In all probability a decent plastic print would also be fine. Unless of course you're chasing originality. I'm happy to model it up for you if you send me measurements.
Are those unique to Laverda or are they used by Smiths gauges on various brit bikes? I thought there was rarely any issue getting most parts for the old britbikes?
