Here is a photo of the relevant page in the workshop manual. My copy is an early one so it was prior to the 500 having the balance shaft fitted, but it was on the 350 which is the same..

My thought exactly!If the balance weight could be in any position, it wouldn't balance anything.

Persuade it a little! Bit of heat? Hot air gun?Reading the manual section Robin provided, it suggests the shaft and gear is fitted to the crankcase. (As this would enable alignment).
Mine came out with the outer bearing, shaft and gear secure in the clutch cover?
