Only Runs On Choke

Sorry I don't know where you can get a Sasche ignition for a Laverda in the USA, but Wolfgang can sell you a WITT kit with ignition coils and all you need. As others mentioned RedAx builds a great system.
Well i assumed as he had cleaned and rebuilt the carbs he had set the float heights
You have checked for a full flow of fuel to the carbs, right? Banjo filters are clean.

Just putting it out there but it sounds like an ignition gremlin to me, I chased what I thought was a carb problem for weeks until I asked a mate to take a listen and look, not a Laverda Guy, he rode it around the block came back and said electrical, 100% correct, poor connections to the coils.

1980 model? must be a BTZ system. Where are you in the USA?
 
1980 bike will have BTZ ignition and ND coils so should be OK in the sparks department. That's 'OK' ... not 'great'. The system is prone to cold fouling so definitely try a new set of plugs before anything else. You should also check cylinder compression and valve clearances.

Did you replace the mixture screw grommets when rebuilding the carbs? They are often in poor shape and don't seal properly.
I'd also double check the idle circuit drillings are clear as explained here

As Paddy suggests, I'd also suggest winding the mixture screws out to 2.5 turns to see if that improves things. I'm struggling to understand why you say it ran better 1.5 turns out rather than 2 if in fact it needs choke!
 
Dumb suggestion but are you sure the choke functions, choke-on has the plungers pull up, but even so if the plunger bottom rubber pads are hard or have divots they will not seal well or come up together or close completely. There is also a thin hose connecting the manifolds for balancing the carbs that can perish or come apart. In my case, my bike only had blanking bolts in these holes and I lost one once and it ran like crap. Have you balanced the carbs? Looks like you need to start from the basics and go right through it all. Compression etc
