PHF36 Enrichener question

Quick question Dellorto PHF36 on SF2. Rebuilding and can blow through enrichment pick up in float bowl even if I take the spring off and push plunger down with a dowel. Doesn’t sound right to me. Should it be completely sealed ?

Yep. I thing I figured it by putting a tiny camera down there. Seems passages around the orifice.
