Surprised the scrutineer let those too short jacket sleeves go. Looks like a Motodd sticker, on the helmet.
Seems too slim, but it could be our dear Clem.
I believe it's Charles Laurence, London on no. 27 ( Astra Club)
The other guy riding the triple 63 was Donald Raper, Tunbridge Wells and the year was likely 1980. Same club
I pulled that from a few assumptions and then a programme
