It does not look like a new sign and there was the usual amount of race noise when I was lucky enough to go there a few years ago. The max noise limit generally doesn't have exemptions for races, and 95db at 30m in an open area is not likely to be a problem for most bikes, but an open SFC 2 into 1 would not be accepted anywhere that I know of.
