Which way around, upside or downside?

I’m putting my reinforced and repainted 3CL frame together but is confused by the direction of the lowest shim/washer that goes under the tapered roller in the steering head. Which side is up? I cannot find any detailed picture and the old one was flat. So should it be A or B ? My best guess is A but really have no idea and the pictures I seen at various sources are not clear.

Intended to shield the bearing from crap/water
 
Thanks, very useful info. Once the bearing is on I will have very little room for regrets. This bike had none of the caps installed so its time to get the steering head back to as it was intended. Not sure if that will cure the slightly nervous front end but there’s hope.
