Zane petrol tank lower plate

Hi guys,
Having some trouble trying to drill out and retap the threads for the bottom tank plate. Can anyone suggest an easier way to do this then either remove the tank from the frame or remove the swing arm. There is no room to get the drill in to prep or to get the thread tap in.

I would take the tank out - whole not a short job but you would make sure of the right result for sorting the plate out - got sort of close sorting out the starter motor
