Is this tire (tyre) still serviceable?

I wouldn't even consider it. I have used a plug in a tubeless tyre from a tek screw, was there for almost the life of the tyre, but that is a big hole, I would think it compromises the construction.
 
Spend $250 and buy a descent rear tire for your Breganzie and learn how to mount a motorcycle tire on a spoke tube rim yourself (These new Chaps have no clue on how to mount a Motorcycle tire on a Borrani rim) - You can have the rim and tire balanced for another $25 at a Tire Shop providing they can mount the rim on their equipment. Guaranteed you are going to supply a homemade adapter for their balancing machine.

However; do search about how to manually balance Motorcycle Rims & Tires on U-Tube.

Tires are a NO compromise for an aggressive Cafe Motorcyclist when you are carving the Apex. Power and center of gravity is secondary.

I fitted tyres for a living and have repaired hundreds over the years using the mushroom patch on the inside method and never had a failure (that I know of). There are industry guidelines which need to be adhered to which are as follows.
1) The hole cannot be repaired if it within 25mm of the tread edge.
2) Must be square to the tyre (not at an acute angle)
3) Cannot be bigger than the 3mm reamer used to clean out the hole
4) Cannot be done if the reinforcing cords have been damaged.
5) Production road legal race tyres are a no-no (too thin)

Most tyre manufacturers don't recommend any kind of repairs (there's a surprise) but Michelin were happy enough to allow up to two repairs in the same tyre. Avon used to offer a twelve month road hazard warranty and would replace any damaged tyre up to twelve months of original fit. You had to cough up for the refit though. The point in this situation is that it is a tubed tyre and provided no cord damage has occurred (you'd see it) fit a new tube and carry on. I wouldn't hesitate.
 
I would plug a tire on a an every day car go get but NOT a 2 wheel Cafe Road racer.

Is your rim tube or tubeless ?

Really can't say if you run a patched or plugged tire on a tubeless rim using a tube. Running a tubeless rim with a tube can cause rim slippage, so they say. I've never encountered that with a car but would not dare it on 2 wheels.

I have run mushroom plugs in tubeless tyres on the Motodd twice in the past without incidence. At 300 bucks for a rear tyre I'm not in a hurry to replace it. I very much doubt a hole in the tread is going to damage it and using a tube I wouldn't think twice about reusing
 
I carry a plug and go kit, I've repaired 5-6 Motorcycle tyres with it...never my own ironically, all those tyres were used until they wore out. I was up in Somerset at my daughter's wedding a couple of years ago, just as I was heading for home (120 miles) I spotted a screw head stuck out of the rear tyre of my Shogun, bollocks ! I decided to unscrew it and try a plug. Took 6 of those little gas bottles to half inflate the tyre, got to a garage and pumped it up to pressure and drove home. Did another 4k miles with no issues or loss of pressure until the tyre wore out. I wouldn't take the piss with a 150bhp sports bike but honestly I would plug that and ride on it. But its a personal choice.
