Is this tire (tyre) still serviceable?

There is absolutely no logical reason to plug a tyre in a tubed fitment. It's the tube that holds the air pressure not the tyre. There's plenty of room around the valve neck for air to escape when you get a puncture. Just fit a new Michelin or Continental MX tube and enjoy in safety.
 
It is a tube tyre on my 3C. I have run tire plugs as a roadside repair on tubeless motorcycle tires to get going and never a problem (using some common sense) This punctured tube deflated very fast and the tire came off the bead. Looking at the tire once stopped the tube and rim strip were visible coming through the broken bead and rim, in places.

Luckly I didn't bust my tail or bend the bike. The back end was walking around violently.

You're right, but if it was mine I'd plug it simply because of its size. It's big enough for small stones to get in.
