Well - if the plugs are black and sooty, first thing to check is if it is oil or gas causing that. If it is gas/fuel, your carbs are either running rich or they do overflow (float valves are not closing). If it is rich, you can check by engaging the choke when reaching that point where it does not want to rev anymore. If it gets better, you are to lean. If it gets worse, you are already on the rich side.
Mains play a role but only starting beyond 1/2 open throttle (or even wider open throttle). at the revs you describe the problem accures, it is either ignition related or one of the following: Float hight, float valve not closing, Choke not closing, wrong setup (needle to high, to big needle jet or idle jet).
